The coin is in one of the older style holders and may be worth the expense and effort of sending it in for "Reconsideration" at PCGS.

This is a PCGS MS66 coin and as far as I can tell my new MS65 coin is a better grade than this particular coin.

Yeah,toning looks OK,minimal wear on Reverse,it looks like it may have the 'rope' on the RHS(as you look) Flagpole.

Mmm, what is it?? Try either acetone or WD/CRC and a cotton tip and then rinse in warm soapy water :good: and try not to wipe it :winkextra:
