the e shop coin is the "C" mint mark for $15.

The $12 coin is the ones available in bags of 5 from the pop up shops on 1st November.

Correct.

Coins are subject to GST, but money is not. Circulating coins are money, so they can't be sold. That's why its cash only.

I'd happily pay an extra $1 on those $10 baggies... but I guess that's not how it works.

That's why it is a "swap". If I remember rightly the baggies online were also called a "swap" but obviously someone has decided that is actually a "sale" even thought they were exchanged for face value.
So that should mean that you could only get a bag at a coin swap stall by exchanging for the same number of the same denomination coins. But that is not so -they happily exchange for any equivalent value legal tender.
Begs the question of "when is it a swap and when is it a sale?" Probably a many paged document inside the bowels of the bureaucracy to establish that point (and most likely completely unintelligible).
