In that case the heat from the roads is evaporating the water and that cools the road.
Similar with buildings -a hot roof will give up heat to evaporate some of the rainwater. Of course, if the rain is coming from a cold layer of the atmosphere the condensation heat gain will not be a big factor and the raindrops will still be colder than ground level temperature. That would usually be true in ACT but not so much in tropical areas.

I have experienced (and measured) rise in air temperature when it starts to rain but it not large.
Also a "mind over matter" factor too I think. If you see water falling from the sky you expect to feel colder and the brain cranks up the placebo factor for you.

I don't see us in the photos. The bottom 2 photos you can't see us we are way way down on the far right next to the snacks.
The 3rd last photo Mick Vort-Ronald is sitting by our table on the left, it's taken from the other end of the venue.

I don't see him but Gerry McGinley has a young off-sider Hugh, he must be all of 12 I guess. He has such a keen interest in coins, he milled about our table like a damn blowfly and we loved it. it's nice for a young tacker to have such a keen interest so I was teaching him about some of the decimal varieties.

Perhaps that was Sunday after a visit on Saturday from a gent who had a "perfect" Canberra florin that was toned, rubbed and worn. Sunday he brought it back after a touch-up with Brasso to see if we wanted to buy it this time. He was happy with his Brasso effort. Perhaps the look on our face was not so happy.
