Not necessarily. It depends on the viscosity of whatever the fill material is. If you look at missing letters for example, which are most certainly fills, you can find the same complete absence of relief details.

At the last ANDA Expo I'm Melbourne, I showed a 2015 "missing leg" $1 MOR to Adonis Cox at the RAM stand.  She said it was due to polishing of working dies during their rehabilitation for further use rather than filled dies or weak strikes. Comments please.

I spent a couple of hours talking to her, and I don't think I'd cite her as an authority on such matters, TBH.

I fail to see how polishing, which removes material from the die, would fill in part of it instead, especially a device as large as that leg.

Consider something else... have you ever seen polishing lines on a MoR? Pretty sure I haven't. In fact, the only standard design that comes to mind is a 5ยข. I doubt they bother polishing common dies at all.

My interest is in variations. I presume that sometimes when a die is changed there is a slight difference and that gives us a 'run' of a certain number of variations till that die is replaced. So I have looked for the missing roo leg. I collect 40 of each coin of each year and in my 2016 dollars there are no missing legs. In 2015 I have found 4. Without checking other years - I ask - have they been found in other years? If so then I would assume it is a light strike. If it is only in the one year - then it may be a variation.

is only on the 2015 mor dollars ,??
or have other years also been found ???
take care because we care ..

I can't think of another year that wasn't a light strike.
