I see a slight brockage effect obverse with QE2s hair and reverse the NY. in PENNY.
Plus some other stuff going on.
Opinions appreciated.

What are the 2 circles on the Roos side? They don't seem to match anything.

There is also a third circle under the roo's butt.
They appear to be part of the error rather than PMD.

My guess is it was sandwiched between two struck coins and then rotated.
And then struck a number of times.
Possibly the dots represent bits of metal that broke off from other coins involved and ended up causing a struck-thru error.

Can you provide a reverse picture that's of similar quality to the second obverse picture?

Or it could have been placed between 2 coins and Struck a number of times with a hammer

Better pics obverse & reverse
The .YN  from .YNNEP is visible under the KG.

The circles are too perfect in their roundness to be struck through flakes of other coins.
I'm sort of leaning to PMD/silly bugger coins and not a true mint error.

Well the obverse looks like real brockage that was struck again.  The reverse?  Dunno.

I haven't seen dots like that occur naturally although I do not specialize in errors
