Would the 1996-W Roosevelt Dime was released to celebrate the 50th anniversary of the series count?

I wouldn't think so, all that's changed is the MM.  A real Commem usually has a dramatic change in appearance.

The 1996 Roosevelt Dime wasn't regarded as a commemorative over here at the time, just the same coin with a different mintmark.-John

It was never released to circulation.  It was included in the 1996 uncirculated set as a bonus.-John

Seeing we are talking about US commemoratives, what is a good price for a set of state quarters? I keep finding the odd one while I'm noodling and they are growing on me
