Foxing is usually a brownish stain that might only have a few random spots or could cover the entire surface. It's a type of mould.

Coins from Vending

I have a beautiful set of masterpeices in silver, its in a nice padded case in its cardboard box, well I pulled it out the other day and the cardboard has decided to glue itself to the lid of the case and as a result took all the padding off the top of the coin case and the box just tore apart.

I bought  a 2006 pr0of set on the week-end
and the blue cover has some sort of ooze near the middle
it was light some sort of sticky stuff

I was told that they often do that too

must be the plastics in them

That's where the (from memory) oval shaped year sticker doodad was/is? Did it slip off and go somewhere else!!! Leaving the sticky behind?? Mine did that on my error proof set so I swapped it for another. It was just a sticky mess.
