My RSL was selling them at the shopping centre as well. That was the year of issue though. As far as I can remember there was no limit either but they were hard pushed selling them at $15 when you couldn't claim the tax deduction, which seemed a bit rude.
I think that is why rolls of them turned up some time later. Ones they couldn't sell were sent to Prosegur to be sent to banks but some canny collectors managed to get a hold of them. To buy them by the roll would have cost $375 otherwise.
I honestly didn't think they would be worth much because there was going to be 500,000 near perfect specimens. Way more than legitimate collectors would want.
Speculators put pay to that.
