That may be the case now, but I am not certain that it was in 1969.

Varian Wilson's description suggests that all the business strike coins had been produced already and boxed up ready to transport to banks etc. - therefore 2000 unpolished blanks were grabbed and minted using a proof die.  We would need someone who worked at the mint in 1969, well versed in the techniques of the time to explain.  Maybe Tony Ayres from Canberra Numisco could help?
