Just exactly how they determine this Guarantee Premium - particularly for Australian coins?

It is based on the declared value you put on the form. They won't second-guess your valuation unless you're clearly abusing the system (ie, putting a 1923 halfpenny through the sub-$300 service level or a 1930 penny through the sub-$3,000 level).
