From around 7k - 10k, there is some sort of strike thru grease/oil, and it's present on a lot of the coins in varying degrees.

Yes, since the R.A.M. started selling bags of circulations coins so collectors won't miss out (great idea that) they have obviously just plucked coins from ones ready to issue to circulation, regardless of condition.
Surely they must know that keen collectors are happy to pay a premium for better condition, selected coins*. Would not be hard to collect them straight from the press and bypass the belt/drum/robot/tip down the chute handling processes.
From comments made here I think that Ross MacDiarmid understands collectors viewpoint so maybe it is a collective management/board attitude. I, for one, would be happy to pay a premium for a bag of UNC (grade) coins -as opposed to a bag of never circulated coins but badly marked.
*They certainly do know how to charge a premium for some of the (too) many different coins they issue now. Maybe they think collectors only collect "collector" coins and don't collect circulated coins -surely not. [Stand by for a possible comment from Fulvio on that attitude.]
So far i have bought 6 different 2016 50c coins and all but the circ one are good to great quality.
all the new circ coins are/will be available in rolls , maybe these will hold the better specimens.

The 50c bags of 20 coins from RAM are at face value $10 per bag so you can spend them and not lose any money

RAM have produced 5000 official rolls so no Nancy they are not all in bags

Runway re the 5000 mint rolls.
The same was claimed re the 2014 MOR rolls which the RAMINT denied and would not confirm.
Where have you seen or read that the there a 5000 rolls of the 2016 50 cent?

2014 MOR rolls were same SULLA which is different to the confusion with total mintage of the individual coins
