Title: WARNING- eBay fraud
Post by: nealeffendi on February 25, 2016, 02:37:07 PM
Found a new eBay scammer. terterracoope from Bexley has a feedback of 3 and had a nice Centenary Florin on offer (item no 262294456714). Paid $300, seller sent it registered and it arrived in a padded envelope that had a razor slit in it and no coin. The bag had a receipt inside that included $300 insurance (makes it easy for me to make a claim against Australia Post) and the post office had sealed it inside a plastic bag printed with a generic apology for machine damage.
Contacted seller and he was quick to recommend I proceed with the insurance claim (I smelled a rat). Searching today online i found the exact coin and image on Monetarium website. BUSTED the crook and have told him I want an immediate refund or I'd set the fraud squad on to him .:Gigakach_01:

When you get your refund, report the worm as well.

You cannot make a claim with Australia Post. Only the sender can do that.
If you paid with Paypal use that as your method of recovering your payment.
(I only pay with Paypal! Even if was a seller next door - I would pay with PP!)

Either way visit Mr Plod and report this scammer.  Also report him to eBay!

Take care because you may be venturing into the area of extortion by threatening to go to the police unless he refunds payment to you.

The refund by australia post depends on if the item was lost or damaged/missing parts. The sender can claim if not received and the recipient (me) can claim if missing parts. As I received the envelope and part of the contents (the insurance receipt)  I could make a claim.
However as the sender has asked me (by electronic means via eBay) to lodge a claim it makes the case against him for attempting to defraud Australia Post by insurance fraud and engaging in telecommunications fraud and engaging in mail fraud.
I politely gave him the option to refund me and told him to not even try to make a fraudulent claim for the insurance.
I've kept the envelope etc and I almost hope that he decides not to pay. Then I'll just lodge a Paypal claim and contact the fraud squad or to ACORN (Australian Cybercrime Online Reporting Network) as they deal with eBay fraud.

is it not a rule of Australian post . that you cannot post coins through Australia post , that's what they told me anyway ,
so I don't see how you can make a claim through them for a lost or stolen coin . on top of that , the most you can claim is $ 100.00 dollars insurance on items posted through A/P UNLESS YOU PAY AN EXTRA PREMIUM .

No Kel,
The Australia post rule is money to $200  maximum (face?) value can be posted as long as it it registered or similar service with signature on delivery and a nominal insurance cover.

Make a paypal claim and report this to both the police and eBay.
This is too blatant to be ignored .

Kel,
Here are exact AP details -I had to look them up to argue my case with a new franchisee at the PO.

From Australia Post Terms and Conditions October 2015 PART D – PROHIBITED GOODS
62.1.13 coins lodged for delivery within Australia which exceed a face value of more than $A200.  For the avoidance of doubt, coins up to a limit not exceeding the face value of $A200, lodged for delivery within Australia, are not prohibited from carriage if lodged under the registered post service or under a parcel delivery service which requires a signature on delivery

From Dangerous and prohibited goods and packaging guide November 2015
D3.2 – Banknotes and coins
Banknotes are currency notes that are legal tender in the country of issue.
Australian notes of whatever age, currency or denomination are legal tender
within Australia.
Coins are coinage in either Australian or foreign currency and includes coins
made from precious metals whether or not such coins have a denomination.
Australia Post prohibits banknotes or currency notes and coins in:
•the International Post
•all services within Australia, except Registered Post, or a parcel service in conjunction with Extra Cover and Signature on Delivery. In Registered Post or parcel services when used in conjunction with Extra Cover and Signature on Delivery within Australia, Australia Post accepts banknotes or coins to a maximum face value of A$200 in any one consignment. However, Australia Post accepts no liability for the loss of or damage to any such articles containing banknotes.

My emphasis

However, everyone does it but thinks of something obscure (not "coins") to put on the customs declaration.
There are some strange rules e.g. Canada prohibits coins being sent there in the post unless they are addressed to a coin dealer [if I remember correctly].

How do coin dealers despatch coins to international buyers or PCGS for grading? Is there an economical, third party service, for small deliveries to international address?
Please post responses here https://www.australian-coins.net/showthread.php?tid=594&action=lastpost to avoid sending this thread off topic any more.

Quote from: 'Nevol' pid='84906' dateline='1456435388'Seller is not sure where he lives either.  Bexley or Sutherland.

The fraud attempt insurance was taken out at Campsie post office. Notice the crook is now offering a 24K gold plating kit. So what other con jobs involving fake bullion etc was this chap involved in?
Stupid Australia post is so crooked that when they found the mail with the razor slit in it they didn't call in the police to find out what happened but instead tried to pretend to the recipient (me) that it was unfortunate machine damage. I guess they thought that it was another case of light fingered postal staff and they don't want the public to know how common that is. The con man was probably hoping for that.
Worst part is that the thief has my address and knows I collect expensive coins.
Best part is that he doesn't know we have 2 trained German Shepards (one is trained to bite HARD) and a couple of gun nuts. So does he feel lucky?

I hope you sort it Neal,Ebay was like this circa 1999/2000,every Petty Crim. in Sydney had a scam going of some sort.
The slit may have been there when he posted it or he may know someone that works in that PO.,the possibilities are endless but the whole Transaction smells.

Hi Basil
No, the sender sent it like that and relied on 2 things.
The envelope was sent Self Service registered post (so nobody sees the slit is already there went initially posted).
The postal system covers their butts to pretend that thefts by staff don't happen.
It was a con from the beginning. The image was stolen from a dealers website and if they were worried enough to take out postal insurance then you wouldn't include the receipt in the envelope (otherwise the sender would not be able to make a claim if the mail was lost/stolen). Sending the receipt was to make it easy for me to make an insurance claim instead of a PayPal claim.

FINAL RESOLUTION. :yahoo:
Was contacted (email) by Paypal yesterday. The $300 will be refunded. Must have spent 10+ hours filing police reports, photocopying correspondence etc. But worth it knowing the fraudster didn't win AND is on the fraud squads radar.
